Facility Siting and Land Use
As described below with regard to the firm's environmental and land use practice, ES&H is the leading firm in California in the licensing of new large, complex electric generating facilities. Since 1999, the firm has successfully licensed over 14,500 megawatts of new thermal electric generation. In all, ES&H has licensed 38% of all new capacity in California since 1999.
In addition to ES&H's history of practicing before the California Energy Commission, ES&H also has significant experience working with multiple federal, state and local agencies all charged with siting a single project. ES&H has been selected as lead permitting counsel regarding the development of liquefied natural gas terminals both on shore and offshore. The firm is also licensing numerous large-scale solar facilities. Some of these solar projects are on federally managed lands, requiring coordination of the complex state and federal permitting processes into a single environmental review process.
