Facility Siting and Land Use
As described below with regard to the firm's environmental and land use practice, ES&H is the leading firm in California in the licensing of new large, complex electric generating facilities. In terms of successful licensing proceedings, ES&H has licensed 11,708 megawatts of the total 33,715 megawatts licensed by the CEC since 1999, or approximately 35% of all new capacity in the State of California.
In addition to ES&H's history of practicing before the California Energy Commission, ES&H also has significant experience working with multiple federal, state and local agencies all charged with siting a single project. ES&H has been selected as lead permitting counsel regarding the development of liquefied natural gas terminals both on shore and offshore. The firm is also licensing numerous large-scale solar facilities. Some of these solar projects are on federally managed lands, requiring coordination of the complex state and federal permitting processes into a single environmental review process.
